The National Cooperation Program on decent work has been implemented by ILO for two cycles. In the first period of 2006-2010 and the period of 2012-2016, ILO has mobilized nearly US $ 55 million, effectively contributing to Vietnam's objectives in field of labour, employment and social security.
At the ceremony, Minister Dao Ngoc Dung, leaders of social partners and Director of ILO Viet Nam Chang Hee Lee signed a joint document, agreed with the contents of cooperation: Promoting decent work; reduce poverty by expanding the coverage of social security for all; reduce unacceptable forms of employment; Establishing effective management regime for labour market.
With the three above contents, the parties will jointly implement in order to strive to achieve 9 targets: create favorable policies for sustainable development; the number of workers in the informal sector has the better employment would be increased; Prospects for employment with productivity and freedom of choice are maintained and expanded for migrant workers; more effective and expanded social security system; reduce unacceptable forms of employment (child labour, forced labour); effective labour relations system in line with international standards; strengthen labour inspection and preventive culture in occupational safety and health; Increase decent work opportunities through an integrated approach with industry compliance and improvement at the work site; Promote commitment to the ratification and application of international labour standards.
Speaking at the signing ceremony, Minister Dao Ngoc Dung said: "The agenda on Decent work is organized with four main pillars: job creation, social security, promotion of workers' rights and social dialogue. Decent work is not only aimed at creating more jobs, but also creating better jobs, safer jobs, ensuring social security, higher productivity, better income and ensuring a balance of socio-economic development goals.
In the new cycle of co-operation, the Government of Viet Nam continues to focus on employment, human resources development and social security in the context of the economy continued integrating into the international economy in accordance with the strategy of stable and sustainable development; balancing the economic and social objectives and ensuring the interests of workers, enterprises and society. "
The Minister asked ILO and the social partners to develop a plan for the implementation of this cooperation framework. In the forthcoming time, it is necessary to continue to support the improvement of the labour law system and establish the harmonious labour relations in enterprises.
